GRS vs RCS Certification: Which Standard Should Choose for Recycled Bags

A recycled bag can look convincing, feel durable, and still fail a buyer’s compliance review. The problem is rarely the appearance of the fabric. It is usually the missing connection between the material claim, the certified supply chain, the finished product composition, and the documents attached to the shipment.

Experienced procurement teams do not stop when a supplier says, “We can use recycled polyester.” They ask where the material came from, which standard covers it, which companies in the supply chain are certified, whether processing remains within the approved scope, and whether the finished order can be supported by transaction-level documentation.

GRS is generally the stronger choice when a brand needs recycled-content verification together with additional social, environmental, and chemical-processing requirements. RCS is better suited to projects that primarily need independent verification and traceability of recycled content. The correct choice depends on the product composition, customer requirements, intended claims, certified supply chain, documentation route, and commercial feasibility.

This decision becomes more complicated when developing backpacks, tote bags, cosmetic bags, travel bags, cooler bags, outdoor products, or other multi-material soft goods. A single bag may contain shell fabric, lining, webbing, foam, binding, thread, coatings, zippers, labels, buckles, and metal hardware from several suppliers.

One unsupported processing step can interrupt the certified chain. One inaccurate percentage can make a product claim misleading. One missing Transaction Certificate can leave a buyer with certified material but no complete evidence for the commercial shipment.

The real question is therefore not simply whether GRS is better than RCS. The more useful question is: which certification system can your business support honestly and consistently from reclaimed input to finished product?

What Are GRS and RCS Certifications?

GRS and RCS are voluntary third-party standards used to verify recycled material and preserve its identity through the supply chain. RCS concentrates on recycled-content verification and traceability. GRS applies the same basic chain-of-custody logic but adds requirements covering social practices, environmental management, and chemical use at applicable processing facilities.

What GRS Verifies

The Global Recycled Standard verifies recycled raw materials and tracks them through relevant processing, manufacturing, and trading stages. It uses chain-of-custody controls so certified input cannot simply be mixed into an undocumented supply chain and later described as certified output.

For a custom bag program, the certified route may include:

  • Recycled polymer or fiber production

This wider scope can be important because recycled yarn may pass through several processes before becoming a finished bag. The yarn itself may be properly documented, but the fabric can later be dyed, coated, printed, laminated, cut, or sewn by facilities that must also be considered in the certified chain.

GRS should not be treated as a universal sustainability guarantee. It does not automatically prove that a product:

  • Is carbon neutral
  • Is biodegradable
  • Can be recycled after use
  • Contains no chemicals
  • Has no environmental impact
  • Meets every retailer’s restricted-substances policy
  • Is stronger than a conventional product
  • Complies with every product-safety regulation

Those questions require separate evidence, such as chemical testing, performance testing, lifecycle analysis, product construction review, and market-specific compliance checks.

A GRS-certified shell fabric can still fail commercially if the coating cracks, the seams are weak, the color fades, or the zipper is unsuitable for the intended load. Certification verifies a specific claim within a defined scope. It does not replace product engineering.

What RCS Verifies

The Recycled Claim Standard focuses on verifying eligible recycled inputs, confirming the percentage present, and maintaining traceability through the commercial supply chain.

Its central question is straightforward:

Can the claimed recycled material be independently traced from the recycling stage through the relevant manufacturing and trading stages?

RCS does not include the same social, environmental, and chemical-processing requirements found in GRS. This narrower scope can be appropriate when the buyer primarily needs credible proof of recycled content rather than a broader processing standard.

RCS may suit:

  • Products with relatively low recycled-content percentages
  • Programs focused mainly on material traceability
  • Buyers that already use separate social-audit systems
  • Projects where chemical compliance is managed through separate testing
  • Brands beginning a formal recycled-material program
  • Products in which recycled material is limited to one component
  • Supply chains that are not yet ready for GRS requirements

A promotional tote with a modest amount of recycled polyester may not need the same certification route as a major outdoor collection built around high-percentage recycled materials.

RCS is not an unreliable or inferior certificate. It answers a narrower question. A fully documented RCS supply chain can provide stronger purchasing evidence than a GRS claim supported only by a general certificate from an upstream fabric mill.

What Certification Does Not Prove

GRS and RCS are often misunderstood because buyers expect one certificate to answer every product question. In reality, certification should be separated from regulatory testing and product-performance testing.

A recycled travel bag may be correctly certified but still generate customer complaints if the trolley sleeve tears or the shoulder strap is under-reinforced. A recycled cooler bag may have a traceable shell fabric but fail if the insulation structure does not retain temperature or the lining leaks.

Certification is one layer of product reliability, not the complete product-quality system.

The practical difference is not that one logo is always better. GRS provides a wider assurance framework. RCS provides a more focused recycled-content verification system.

The right standard is the one that accurately supports the customer’s requirement and can be maintained through the actual manufacturing route.

How Do GRS and RCS Differ?

Both standards verify recycled content through third-party certification, but their audit boundaries are different. RCS focuses on the source, percentage, handling, and movement of recycled material. GRS adds defined social, environmental, and chemical requirements. GRS is more demanding, although the more demanding standard is not automatically the correct option for every project.

Audit Scope

An RCS audit focuses heavily on material accounting and chain-of-custody control. The facility must show where certified inputs came from, how they were stored, what quantity entered production, what production losses occurred, and what quantity of certified output was sold.

Social and Environmental Coverage

GRS includes social and environmental requirements for applicable certified facilities. RCS does not include these areas within the same certification framework.

This distinction can be valuable for brands trying to build a more complete supplier-assurance system. However, a GRS audit should not automatically be treated as a substitute for every social or environmental program used by a large retailer.

A buyer may still require:

This matters because a custom bag contains more than fiber.

Certification Strength and Product Quality

A GRS-certified product is not automatically better made than an RCS-certified product. Certification level and product quality only reinforce each other when the supplier manages both properly.

A certified bag may still suffer from:

A sound purchasing decision combines four questions:

  4. Can the supplier repeat the approved sample in bulk production?

For example, a lightweight 420D recycled nylon may be more appropriate than a heavier recycled polyester for a packable daypack. A denser 600D or 900D construction may be more suitable for equipment bags where abrasion resistance and shape retention matter.

The certification logo does not make this engineering decision. Material weight, weave density, coating, seam construction, reinforcement, zipper size, thread, webbing, and intended load still need to be evaluated.

The best project is not the one with the most impressive certificate name. It is the one in which certification, material performance, product structure, production control, documentation, and claim wording all agree.

Which Recycled Content Rules Apply?

RCS generally covers products containing at least 5% eligible recycled content. RCS 100 is used for products with at least 95% certified recycled content, while RCS Blended covers qualifying lower percentages. GRS may be used for business-to-business certification from 20% recycled content, while product-specific consumer claims have traditionally required a higher threshold under the applicable claims policy.

The percentage must relate to the certified product or certified component defined in the documentation. It should not be estimated only from the most visible material.

A backpack may use an outer shell described as 100% recycled polyester. That does not mean the complete backpack is 100% recycled.

Component claims are especially useful for bags because most bags are multi-material products.

These statements do not mean the same thing:

Each statement requires different evidence.

“Outer shell made with recycled polyester” identifies a component.

“Contains 50% recycled polyester” provides a measurable product percentage.

“GRS-certified product” implies that the finished product and relevant supply chain meet certification requirements.

“Made from post-consumer bottles” adds a specific reclaimed-material source that must also be supported.

Claim wording should be agreed before packaging, labels, product photography, retailer listings, and website pages are finalized.

A late change can require:

Marketing, sourcing, product development, and compliance teams should approve one consistent claim before bulk production begins.

Both pre-consumer and post-consumer reclaimed materials may qualify when they meet the relevant definitions and documentation requirements.

Pre-consumer material generally comes from waste generated during manufacturing before a product reaches the end user. However, not every factory offcut automatically qualifies.

Material may not qualify when it is:

Post-consumer material generally comes from products that have completed their intended use and entered a collection or waste stream.

Each phrase describes a different source or story.

A buyer that wants post-consumer recycled content should specify it in the material brief and purchase order. Asking only for “GRS polyester” may not guarantee the preferred reclaimed-material category.

How Percentages Affect Bag Design

Recycled-content targets can influence product design before the first sample is made.

Heavy conventional components may reduce the overall percentage of certified material. Examples include:

  • Molded bases

A design team trying to reach a higher percentage can evaluate certified recycled alternatives for the lining, webbing, mesh, felt, zipper tape, or certain plastic components.

However, materials should not be replaced only to increase a percentage.

A recycled webbing must still meet:

  • Width tolerance
  • Thickness requirement
  • Tensile strength
  • Elongation limits
  • Colorfastness
  • Abrasion resistance
  • Sewing performance
  • Hardware compatibility

A recycled lining must still be suitable for:

The most reliable development sequence is:

Relevant organizations that own, process, or trade the material generally need to remain within the certification system. Scope Certificates confirm approved organizational capabilities, while Transaction Certificates support specific commercial movements of certified goods.

A Scope Certificate, commonly called an SC, shows that a named organization has been audited and approved to offer defined certified products or processing activities.

An SC commonly includes:

  • Certified facility address
  • Certification body
  • Applicable standard
  • Issue date
  • Expiry date
  • Product categories
  • Material categories
  • Processing activities
  • Approved facilities or subcontractors

An SC proves that the organization is qualified within a defined scope. It does not prove that every product it sells is certified.

A factory may be certified for recycled polyester tote bags but not automatically for:

  • Synthetic-leather bags
  • Non-certified backpacks
  • Conventional cotton products
  • Products made at another facility
  • Unlisted processing activities
  • Materials purchased outside the certified chain

Buyers should compare the planned order with the SC.

Key questions include:

  • Does the legal name match the seller?
  • Is the actual production address included?
  • Is the relevant product category listed?
  • Are the necessary processes covered?
  • Is the certificate valid during production?
  • Are subcontracted processes controlled?
  • Does the material match the approved category?

A genuine certificate may still be irrelevant to the order if these details do not align.

A Transaction Certificate, commonly called a TC, supports a specific movement of certified goods between identified commercial parties.

A TC should not be replaced by:

A practical review process is:

  1. Obtain the current SC from the direct seller.
  2. Verify the certificate through the recognized system or certification body.
  3. Check the legal name and production address.
  4. Review the covered product and processing categories.
  5. Confirm the certified-material source.
  6. Review any coating, printing, lamination, or subcontracting steps.
  7. Agree on product-level or component-level claim wording.
  8. Include TC requirements in the purchase order.
  9. Approve the BOM and preliminary percentage calculation.
  10. Approve packaging artwork only after the claim is confirmed.

A warning sign is a supplier that repeatedly says, “The material is certified, so the bag is certified,” but cannot explain:

  • The incoming TC
  • The direct certified seller
  • The production site
  • The processing scope
  • The finished-product category
  • The outgoing TC process

A professional manufacturer does not need to answer every certification question from memory. It should understand its responsibilities, maintain relevant documents, and confirm uncertain points with the certification body before making a commercial promise.

Which Certification Should Brands Choose?

RCS is usually appropriate when the central requirement is verified recycled content and traceability. GRS is generally more suitable when the buyer also requires defined social, environmental, and chemical-processing controls or explicitly specifies GRS. The decision should follow the intended claim, product composition, customer protocol, supplier scope, documentation route, cost, and production feasibility.

When RCS Is Enough

RCS may be the more practical choice when recycled-content verification is the primary requirement and the buyer does not need the broader GRS processing framework.

Typical situations include:

  • The product contains between 5% and 19% recycled content.
  • Only one component contains recycled material.
  • The buyer explicitly accepts RCS.
  • The project is the brand’s first certified recycled program.
  • Separate audits cover social requirements.
  • Separate testing covers chemical compliance.
  • The supply chain is not ready for GRS.
  • A lower-complexity certification route is commercially necessary.

Consider a cosmetic bag with conventional PU leather on the outside and recycled polyester lining inside. If the brand’s main objective is to verify the lining material, a component-based RCS route may be more realistic than creating a broad GRS product story.

RCS still requires discipline. The supplier needs proper material records, purchasing documents, warehouse controls, volume reconciliation, and transaction documentation.

The limitation should remain clear: RCS does not provide the same social, environmental, or chemical-processing assurance as GRS.

Choosing RCS is not lowering the standard when RCS accurately matches the claim. It becomes misleading only when the brand communicates benefits that RCS does not verify.

When GRS Is Preferred

GRS is often preferred when recycled material is central to the product specification and the customer expects the wider processing framework.

Typical triggers include:

  • A retailer requires GRS.
  • The brand plans an eligible consumer-facing GRS claim.
  • The product contains a substantial percentage of recycled material.
  • Dyeing, coating, printing, or finishing controls are important.
  • The buyer requires additional social and environmental criteria.
  • GRS is part of a corporate sourcing policy.
  • The supplier chain can support appropriate TCs.
  • The collection will involve repeated styles and annual volume.

A multi-season backpack program may justify the additional work more easily than a one-time promotional order.

Repeated orders allow the buyer and manufacturer to maintain:

  • Approved fabric suppliers
  • Standard colors
  • BOM records
  • Certified component sources
  • Approved samples
  • Claim templates
  • Documentation procedures
  • Repeat-order controls

However, GRS can restrict design flexibility when the desired material, finish, color, print method, or order quantity is not available within the certified route.

Published industry guidance has commonly indicated that certification can take approximately six to eight weeks under relatively normal conditions.

Broad indicative cost ranges have often been discussed around:

  • RCS: approximately USD 3,000–5,000
  • GRS: approximately USD 7,000–9,000

These figures are not fixed quotations.

Actual certification costs may increase because of:
